NASA releases a series of emails that show discussion of the damage that could have been done to the space shuttle. The suggestion that seems plausible is that the debris was actually ice (rather than foam) which would have caused significantly more damage to the orbiter. What was interesting was the comment that if the tiles were not smooth (i.e. turbulence), the aerodynamics of the shuttle would be such that the tiles would burn off even if they were still on intact.
